Documents can be altered or forged after they are issued
Certificates, letters and official records circulate as files and printouts. Once they leave the issuer, a recipient has little way of knowing whether what they hold is genuine and unchanged.
BDTS in plain terms
BDTS is designed to help organisations, and the people they serve, confirm that a document is authentic and has not been altered. When a document is issued, a trusted record of its identity, key details and integrity information is kept on a blockchain. Later, anyone with the right access can check an electronic file, or scan a QR code on a printed copy, and see whether the document still matches its trusted record. The system is currently in development and is designed to connect with authorised institutional systems.

Blockchain keeps the reference record of a document tamper-evident; it does not, on its own, prevent every form of document fraud. BDTS combines it with institutional controls over who may issue and verify documents.
